Andalucia - Rules and Regulations

You must have a rod licence to fish in Andalucia. A licence is required for all types of fishing, including sea fishing. This is not always easy to obtain though!

There are currently two methods to get your licence – from the relevant authorities in Spain or from a new internet based company called TeleLicencia.com. The later is the easiest way to go if you want to get your licence before arriving in Spain and would like to maximise your fishing time there. I will explain both procedures.

In Person

You must get a licence number from any Medio Ambiente department in Andalucia. You will need to take your passport and your fishing licence from your country of residence. If you do not hold a valid licence in your own country you will need to sit an angling exam. This will be in Spanish and the results will not be available for up to 40 days! This is not the best way to go, obviously! Once the Medio Ambiente have processed your application (while you wait),  you will be given a licence number. You must then go to any branch of CajaMar in order to pay for and receive your licence. One and five year freshwater licences are available.

A new regulation has been introduced in Andalucia making it compulsory to have public liability insurance before CajaMar will hand over your licence. Some house hold insurance policies will provide this. Check before you leave home and make sure to bring your policy with you. If not then a special fishing liability insurance is available from most of the standard insurance brokers in Spain. Some of these will require a Spanish bank account however Allianz provide this without the need for a Spanish bank account. You will need to provide the name and address of your hotel in Spain though. At the time of writing the Allianz policy costs 20 Euro for one year’s cover.
           
This process can be slow. Visits to the Medio Ambiente, CajaMar and the insurance broker can take time. It is not unusual for the entire process to take two days!

Internet

You can also get your licence from TeleLicencia.com before you arrive in Spain. While TeleLicencia can organise new licences for all other parts of Spain, you can only renew your licence for Andalucia here. This is because you need to input the NIR number that is allocated to you by the Medio Ambiente when you get your fist licence. This is a relatively new process but very good. You will need to fax a copy of your current fishing licence from your country of residence and a photocopy of your passport to them. You must also send them your payment details. If you are not happy with faxing payment details, then you can call them. The costs involved at the time of writing are:

Tickets and permission for day ticket fisheries can also be arranged here. You can also arrange fishing insurance from their website.
